Why are a United States of Europe, in theory and abstract the most rational option, practically impossible today? This book analyses the contradiction implied in having enormous world-level potential whilst lacking the force to execute this due to the current structural limitations of the European Union. It examines the principal historical background to the idea of a federal Europe and its successive achievements after the European Community was constituted. It also aims to show how a union has been shaped where supranational and intergovernmental impulses coexist in a contradictory way. The Great Recession of 2008 and the refugee crisis of 2015 have also posed ever more profound challenges to European integration. Eurosceptic and Europhobic forces that encourage nationalist withdrawal and opt for recipes of authoritarian populism are taking advantage of the errors and hesitancy of the community "establishment". After describing and interpreting the context and results of the crucial elections to the European Parliament in 2019, the programmes of the main parties in the six most populated states of the union are analysed. This takes the form of a questionnaire regarding the greater or lesser degree of integration advocated by each state, providing a highly representative picture of the great plurality of existing options. Lastly, it includes a chapter on the constitution of the Von der Leyen Commission, the finalisation of Brexit and the serious crisis the European Union has faced due to the Covid-19 pandemic.

"This book examines the varied competences of the European Union (EU) in relation to its capacity to externalize its policy preferences. Specifically, it explores the continued resilience within the EU's policy toolbox of supranational modes of governance beyond the State. The book first situates European experiences of supranationality in relations to the wide variety of regional and global modes of governance it comes into contact with when seeking to deal with an increasingly complex and fragmented international environment. Over the course of its subsequent sections, the book analyses the resilience, flexibility and adaptability of the EU's supranational practices across a significant cross-section of policy fields, for example, Area Freedom of Justice, Justice and Security; Socio-economic Governance; or Trade Policies. Overall, these chapters unpack the impact of the EU's internal institutional complexity on the EU's external capacity to export its preferences in an increasingly fragmented international environment. Les contributions réunies dans cet ouvrage sont un hommage à l’oeuvre scientifique du Professeur Jean-Denis Mouton. Son double regard d’internationaliste et d’européaniste, pétri d’une grande érudition, est à l’origine d’une pensée singulière. L’État, son histoire et ses mutations contemporaines, sont au cœur des réflexions de cet universitaire reconnu. Il a ainsi puissamment contribué à renouveler les interrogations relatives à la souveraineté et aux droits fondamentaux des États dans un contexte marqué par la construction européenne et la mondialisation. Ce Liber Amicorum est aussi une reconnaissance de l’apport de Jean-Denis Mouton à l’institution universitaire. Professeur à la Faculté de droit de Nancy, il a été le fondateur et le directeur du CERDIE (Centre d’Études et de Recherche en Droit International et Européen) puis il a œuvré à la création de l’IRENEE (Institut de Recherches sur l’Évolution de la Nation et de l’État). Jean-Denis Mouton a également dirigé le Centre Européen Universitaire de Nancy pendant plus de dix ans, travaillant à enrichir les liens historiques de cette institution avec les États d’Europe centrale et orientale. Alliant l’engagement pédagogique et la recherche, Jean-Denis Mouton a été responsable de nombreux DEA et Masters 2 et a dirigé les travaux de plus de trente docteurs en droit international et européen. Il a en parallèle poursuivi de nombreuses activités (comme Directeur scientifique du centre mondial de la Paix, de la maison des pays d’Europe centrale et orientale, ou encore comme co-directeur du Centre de recherche de l’Académie de droit international de La Haye en 2016). Les articles réunis dans cet ouvrage reflètent la richesse de la carrière du Professeur Jean-Denis Mouton.
